(We could not, in any circumstances, consider the
provision, even temporarily, of C.D.W. money for the
purpose of educating foreign students).
We agree that the decision to defer the
University scheme does not necessarily commit you to
the postponement of other projects. We shall be
prepared to consider these projects on their merits
and in the light of our financial situation though
our resources for assisting in large-scale schemes are
likely to be limited.
